What Is ELL?
ELL (English Language Learner) refers to students whose first language is not English and who are still developing the English proficiency needed to communicate effectively and succeed academically. For students who are new to Canada, school districts may assess their English proficiency to determine the appropriate level of ELL support before they transition fully into mainstream academic courses.

The Purpose of ELL
Why ELL Matters?
Making timely progress in ELL is important for students’ academic planning in secondary school. Students who remain at lower ELL levels may have limited access to certain senior-level academic courses, which can affect credit completion and university application timelines. Developing strong academic English skills helps students transition into credit-bearing courses such as English and Social Studies and prepares them for the demands of higher-level coursework.

ELL programs are designed to strengthen students’ overall English proficiency and help them develop the language skills needed for academic success. For international and newcomer students, adjusting to an English-speaking academic environment can be challenging. Through structured ELL instruction and independent practice, students can improve their reading, writing, listening, and speaking skills and gradually transition into mainstream academic courses with greater confidence.
